Yes, the story lacks critical details. Were I to venture a guess, I’d speculate that the teachers heard gunshots and immediately demanded that Government keep them all safe. Since this is speculation I reserve the right to edit or amend my comments at a later time.

Of course, this is being painted in the most ugly light possible. But notice the Sheriff said that the shooters were not negligent. I strongly suspect that no bullets came anywhere near the students. They heard gunshots (funny thing the sound of a firearm makes near water... it can make it sound like it is far closer). And God forbid that a minnow or other fish disturb the water near the sound of a gunshot... someone might think they were under attack... (/sarcasm)

I want to know what kind of dumb shooters don’t know about the concept of “ricochet.” I agree with another poster, however, and there seems to be some detail missing from this story.
This whole article is silly. I have shot along this stretch of the lake several times. This is a big lake and the road runs along the lake for miles. The road is 100’s of yards or more away from the shore. The hills where people shoot are 100’s of yards or more past the road. I doubt any bullets got close to the kids. The highly doubt the shooters or the kids could even see each other if they wanted to.
People drown in the lake every year but I have never heard of a gun death or gun accident in that area. No utah lake shooting accidents came up on google either.
This would be like living in LA and hitting the floor every time you heard gun shots.
And one of the students was texting, while "taking fire?"
