It’s never been the Church’s policy to excommunicate morons, bell-ringers like Quasimodo. If they have the brains to know they’re sinning, they’re already doomed, and no amount of excommunication will intensify their hells. What we really need is someone outside the Church to point out the sheer banality of their corruption.

True, but excommunication has a twofold purpose.

The first is communicating to the sinner the gravity of his sin.

The second is to prevent scandalizing the flock. Failure to excommunicate a public sinner teaches the flock that divergence with dogmatic teaching is permissible.
