I’m sure that part of this push on school lunches is meant to counter the stigma attached to eating a “free lunch.” I’m sure that it’s mostly in the middle schools and high schools that the kids realize that its not a good thing to be seen eating a “free lunch” and so everyone avoids it, especially since there is no other reason to eat it, except when its free.

I suspect the government uses an identical strategy for getting people hooked on "entitlement" programs as a crack dealer uses. Get the 'user-community' hooked at the beginning and we'll have a ready-made market forever.
