I must be missing something... a turkey/cheese sandwich is far more wholesome/nutritious than some pink gel that is molded into a nugget shape. Plus, the Mom packed a fruit and some chips (children do need some fat). This is all about control (IMHO) than nutrition.
Turkey and cheese covers protein and fat. The banana covers carbohydrates, potassium, etc. The chips were likely Lays or some such thing which don’t contain trans fats, so that’s poly- and monounsaturated fats plus the potato, a starch. And the apple juice is probably sugary but at least provides some nutrients and more carbs. This is a typical, relatively healthy lunch for a child, IMO.
Kids run around and play so much that they probably burn off this lunch in less than half a day at school.
This nation has become completely engulfed by the Federal government. We are no longer “We The People,” folks. The Federal government has usurped our authority to self-govern.
This is to teach the public to accept government control of every aspect of their lives. The child learns to allow their lunch to be inspected, learns to give up said lunch to the lunch authorities and learns to consume what is provided by those authorities. Meanwhile the parent learns to not be offended by the lunch inspections or any other inspection of their child for the privilege of turning over their child's mind to the beneficent State.
I find it interesting that it is the fee charged by the cafeteria rather than the inspections and monitoring of food intake that the mother is upset about.

BTW if the school is allowed to replace unapproved food with approved food what would keep them from including a bit of Soma into that food?

My lunch today? Turkey sandwich. Bag of Chips. Applesauce instead of a banana. I thought that it was pretty tasty and nutritious.
Gave my son the last thing of Apple Juice in the house for his lunch today and I had a Coke instead.

Exactly. Raise the child to do what the non parental authority figure tells her, AND clearly, the mom is already subservient, since she is afraid to say anything!!
Got to say that we raised no sheep. We learned quite early on that the public schools were intent upon training children AWAY from their parents, and so set about the business of raising goats, extraordinarily polite goats, mind you, but hardheaded and determined to think for themselves, and DECIDE for themselves.
UNBELIEVABLE.
