Just for your information, I know fully aware of how the courts and children services operate. My own personal experience in gaining custody of my niece after the suspicious death of her mother taught me all I need to know. We went through six years of a nightmare with courts and inept social workers. They outright lied, forged documents, fell asleep in court, missed appointments, faked the credentials of the court ordered psychologist, one of them even slept with the biological father who happened to be a murdering psychopath. This woman on the Powell case had to ask the 911 operator what she should do. Then when she smelled gasoline, she was worried about moving her car. I read the 911 transcript, maybe you should too.
If a child is taken away and theres no problem, at some point the parent will be able to regain that child. But if the child is not taken away and theres a problem, that child will have no chance.
The part you're leaving out is what happens to the child when the state takes the child away from the parents.
Now we have bureaucrats deciding which bureaucrat approved foster home the kid ends up in. It could very well be worse than what they were experiencing at the hands of their parents.
And as far as your example of a child returning to their home once the bureaucrats approve, the child, even in a short amount of time in a foster home, could suffer traumatic psychological or physical abuse.
I don't envy the people who have to make these decisions precisely because I know how even a small mistake can result in a horrible tragedy.
The first call came in at 12:08. I cringed while listening to Lovrak taking the call. As an experienced complaint taker he should have gotten the information together faster and transferred it to the radio dispatcher.
The dispatcher got the call at 12:13 and dispatched two Deputies at 12:16. That is an acceptable time frame to dispatch this call.
But here is the key: The first unit arrived on scene 14 minutes later and found the house already in flames. If the house had not been in flames, the Deputy would have contacted the Social Worker to confirm the circumstances but he still would have waited for the other Deputy.
In the best case scenario the call would have come in at 12:08, and dispatched at 12:10, but the first Deputy may still have not been on scene for 14 minutes. That would still have given Powell plenty of time to attack the children and set the house on fire.
The posters refer to Lovrak as a dispatcher. It is possible that if he has been there a long time that he is a dispatcher. For the purposes of this call he was the complaint taker and he transferred the call to the radio dispatcher. Many departments have their dispatch center set up with complaint takers and dispatchers. Before one can become a dispatcher one has to learn the complaint taker's job. It can be compared to the difference between an LVN and a Registered Nurse, or loosely, a paralegal to a lawyer.
She was able somehow to find the house. So she should have known the address. Failing that she could have determined the hundred block. And failing that perhaps she could have given the cross streets.
Yes a court ordered visitation. The social services agency and law enforcement should at a minimum have rules in place that mandate either custody visitation outside of the home in cases like this or that a LEO will be the first to enter and will assist in the supervision. While this might not be necessary in the majority of cases, in a case like this it should be mandatory.
Calling 911 should automatically establish urgency - otherwise, what’s the point of such a service?
