Double Sig runes will always be looked at as “SS”. Or for at least another generation or so. They knew what it was, and that it would be viewed as “bad a$$”.

Send them to bed without ice cream and put a Sioux warrior on the flag instead.

This. They simply thought it looked cool and probably didn't fully weigh the ramifications. Fact is, the Nazis took great pains in creating "cool" looking insignias and uniforms, designed to appeal to the young men they would enlist to fight.

I'm reminded of something I did when I was younger. A buddy and myself built a Volkswagen Baja Bug to do some off-road racing. We painted it desert tan and carefully stenciled a baltic cross like this one on the two doors:
