It could be for another reason. 1, you know you got something against the General so clear the pawns out of the way. or 2, he knows that if Holder does plead the fifth and resign, it would be devastating PR and could politically weaken Obama. While legally pleading the 5th is no admission of guilt, something like that happening in the eyes of the public is tantamount to an admission of guilt.
Another option is Issa is playing a bluff. He may not have that one piece of damning evidence he needs but he is making Holder think he does.
