If not winner take all, I assume proportional. The delegates would be split between Mitt, Newt, Rick and Paul with the lion’s share to Romney. This is still much better for Newt than nothing.

I assume SC was proportional too?

Gingrich, the former House speaker, has won at least 23 delegates of the 25 delegates at stake. Gingrich and Romney were still battling for the final two delegates.

This is the statement for SC.

2 for each district, 11 statewide, 3 unpledged.

Romney carried only one CD for 2 delegates, 23 for Gingrich.
Actually Gingrich should probably be happy with 0 for 50. Better to be 0 for 50 than 2 for 100.

IA not penalized.
NH was entitled to 23 rather than 12.
SC was entitled to 50 rather than 28.
FL was entitled to 99 rather than 50.
NV not penalized
Northern Mariana Islands not penalized
AZ was entitled to 58 rather than 29.
MI was entitled to 59 rather than 30.
Super Tuesday 3/6.

NV not penalized at 28.
