I would assume so. If FL is forced to go to proportional then I’m sure Mitt would argue that all 99 should be awarded. Which would put the delegate count at something like 59 Romney - 40 Gingrich (most states have a 15% or 20% threshold).
Now yes 40-59 is better than 0-50.
NH was proportional with a 10% threshold.
I’m worried about Mo. and Va. where Newt isn’t going to be on the ballot. Does anyone have comments on what the repercussions of this biff will be?
