I had this discussion with Nellie and someone else I can't remember at the moment. But when I was in my early 20's I had a sales job that took me from town to town. It was great to see this country and aside from living out of a suitcase it was fun.
What we would do is hit a town and go to the clerks office and we would view the recent marriage certificates and recent birth certificates for leads. We would then mail them a card informing them that had won a prize and where to go to claim it...ya I know...lol But we never had a problem "viewing" the information. We were often told we could not "copy" anything but we could write any information we wanted to. In fact I recently, within the last 3 years go figure, got a certified copy of my own BC. All I did was walk in and "tell" the clerk who I was and when I was born, she printed it out and asked for ten bucks.
Now in HI you have to go to court to get your dead sisters death certificate...
I have read articles asserting that Hawaii is complicit in the American citizenship trafficking industry. There are accusations that Hawaii is allowing (through bribery) foreigners to obtain American Citizenship through Hawaii’s lax rules on issuing birth certificates.
I do not know if this is true, but it would certainly explain a lot of their behavior.
