Acutally, the certification date is always two weeks after the caucus when the Form E’s are turned in. In reality any certification for any election usually takes a week.
The caucus is way too decentralized and volunteer for any one person to control it. Even if they tried they’d need blind luck to make it happen.

Maybe you should go back and look at all the videos of how Obama manipulated all the Caucasus's and won the election by doing so.
