Why else would Clinton, whose documented perjury and obstruction of justice was evident, have been let off by the Senate?

It doesn't even take very many to stop legislation or tip the balance in favor of it--you don't have to buy or blackmail the entire Congress, just enough unwilling votes to get what you want done.

There are billions of dollars unaccounted for in this administration, and considering a billion is a thousand millions, that could well buy the difference, too. The moment something could be made to even appear to be quid pro quo, there is something which could be brought up as an ethics violation...and leverage.

The opportunities for corruption abound.
