The next step is granting him immunity. That way, he has to talk, and will be free to implicate those higher up the chain of command.
One caution, though, he MUST be put in protective custody; and this must be done SOON. Dead canaries cannot sing.

There are much bigger ones. Of course there would be a stipulation as to total and complete co-operation.
