No, he didn’t explain the difference, which is why I can’t explain what he meant by the difference. He himself interchanged the terms. There is no difference in the US Defense budget unless spastic Paul is attempting to differentiate that the State Department (foreign embassies) budget which is sometimes lumped in with defense budget, which State is not part of "military spending."
Side note - Paul getting booo'ed giving his response to Gingrich.
