I expect Obama will never order any effective measures against the Iranians. "Restrained, responsible actions" to "protect civilians and avoid incidents" will be the rules of engagement. There might be a few strongly worded memos as well as a plea for cooperation with Iran in removing navigational obstacles.
I think Obama is on their side.
