A part-time Congress would take a constitutional amendment.
Now Perry as president could lead the argument, but he could not mandate it. It's a bit disingenuous for Perry to give that impression. I found that disappointing.

It’s a good idea (part time congress) and term limits is another good idea. Both ideas would require acceptance by people who don’t want it and who are in charge.

However, it doesn’t hurt to throw it out there as something to think about for the future.

Why would that be necessary?

The Constitution already says that each chamber can make up its own rules. They can each set their calendar in any way they choose, as long as they meet at least once every year. Also, both chambers must agree on when they can recess.

Regarding recess, if they were to move to a "part-time" status, that would just increase the length of the recess, which then gives the President an enormous window for recess appointments without confirmation.
