Wind energy makes sense where it’s windy. If you put a wind farm where it’s not windy, just to make you feel good, it’s expensive.
Wind energy makes sense where its windy. Wind power makes sense where it is windy and there are no close power lines.
If commercial electric power is available wind power is always going to be more expensive. There is no way wind power can compete in a free market unless you are somewhere where there is no fossil fuels and fuel must be imported (a volcanic island in the middle of the Pacific ocean).

Yes. And as for the local, yocal, bipartisan commies investing from their government-debt-derived incomes in electricity and gas while regulating against property rights and stealing from others in many ways, to the ditch with their investments, price hikes in both, and taxes. Starve the B.
Wind power is cost-effective in windy places for those who build it themselves, but then survival itself might be difficult for the government-linked lame and lazy folks after the inevitable repudiation time ahead.

And as for "property values," that excuse is over and done with for decades. Property taxes will go down, and the idle regulators/thieves will have to find real work to do. As for the foreclosures to come for so many corporate-government pensioners after the bond collapse, too bad.
