How convenient. This was after Gingrich lost his contract with Freddie/Fannie and was no longer getting paid by them. Just months before, in 2007 when Gingrich was still a paid shill for Freddie/Fannie, he was on the Freddie website stating:
"I like the GSE [or Government Sponsored Enterprise — like Freddie Mac] model ... making home ownership more accessible and affordable is a policy goal I believe conservatives should embrace."

go back and read the transcript... your quote has Newt touting the F&F “model”, which was originally a good model, one of limited govt involvement to help people get mortgages, but with very very strict guidelines, regulations and specific qualifications. F&F went on to bastardize that model, which Newt praised, and which is what he was referring to when he asked, how could people so mismanage what was a solid business model.
