I think that Reagan proposed to share the fruits of SDI research with the Russians. There were all kinds of problems with that. Congress might not have allowed it. They won't allow foreign sales of the F-22, for example. This looks like Barry is just going to unilaterally go ahead and give away one of our technological crown jewels. Maybe he's attempting to provoke a heated response from House Republicans. Hope he gets it!

Yes, but Reagan's proposal was simply a negotiating ploy to overcome the objections of our European “allies” to contributing to SDI research and development. AFAIK, no missile-defense secrets were ever shared with the Soviet Union during the Reagan Administration.
