I was on a bus going from Monaco to Nice after enjoying a beautiful day of scenery. The woman sitting next to me on the bus had a beautiful tan and was topless. Only problem was, she was pushing 90 yrs. old!

Years ago, we were on R&R in Tunisia from Saudi Arabia. Our beach hotel in Sidi Bou Said had a swim-up tiki bar. The pool was my first stop, thrilled at being able to drink a beer without hiding. I was enjoying myself immensely when I sensed a presence to my left. I turned to see a stunning German girl, totally topless. Although it was during Ramadan in a moslem country, nobody cared. The hotel's beach area on the Med was patrolled by mounted Tunisian cops. Unlike Saudi Arabia where a topless woman would be stoned on the spot, the cops used their mounts to "herd" the topless ladies back on to hotel property.

While stationed in Rome, we went often to the beach at Fregene, near Fiumicino Airport. Plenty of topless activity there, too, but as you say, a lot of these ladies should NOT have been topless.
