Newt was an enthusiastic backer (with John Kerry!) of comparative effectiveness research — that is, having the government collect data about which medical treatments actually work

Guys. Somehow, I don't see this as the issue on which the election will turn. Collecting data about effectiveness of medical treatments is something the government does.

As long as the data is then made freely available to anyone who ask for it. I don't see a problem. Might actually be something useful the government could do!
