Congress cannot accelerate Keystone decision: State Department

WASHINGTON (Reuters) - The U.S. State Department warned on Monday that a plan by congressional Republicans to fast track the Canada-to-Texas Keystone XL pipeline decision would violate environmental laws and force it to withhold approval.

"Should Congress impose an arbitrary deadline for the permit decision ... the department would be unable to make a determination to issue a permit for this project," the State Department said in a statement.

Environmentalists say the pipeline would threaten Nebraska's Sand Hills region and lead to higher greenhouse gas emissions, and had threatened to hold back on campaigning for Obama in the election.

The State Department is now obtaining additional information on possible alternate routes that avoid the Sand Hills in Nebraska, and believes this review could be completed in time for a decision to be made in first quarter 2013, it said.

Correct me if I am wrong, but didn't the State Department already approve the pipeline?

Canada has already pretty much decided to sell this oil to China. I believe the pipeline is a dead issue.

Of course. Congress cannot do anything except pass bills, which then must be signed into law. However, Congress CAN pass a bill authorizing the pipeline. If signed into law, it could trump other bills passed into law, including environmental laws. However, the hypocrite in chief could veto that bill, which I think he would. That would expose him as a political hack, not a great statesman, interested in jobs. The State Department is irrelevant in this scenario.

Exactly right! Who runs the Government? The People do, not a creations of politicians! In the America I grew up in ultimate authority rests in the PEOPLE. Even the state department takes a back seat to the people, they serve at the whim of our Republic.

Canada has warned that it will sell the oil to China. The issue is not dead.

The pipeline doesn’t violate ANY “environmental laws”!
In fact it’s undergone 3 environmental reviews and PASSED!

Congress isn’t “changing deadlines”, it is obliterating deadlines and approving the pipeline.

The State Dept. is full of crap (which violates environmental laws)!

The GOP Candidates need to start focusing on real issues like this one!

I am tired of the FUNDAMENTALS, the BETS, the OOPS, the HAIRY eyebrows commentary!

Let's just campaign on how we can change the here in now and give solutions how to get things done for the benefit of the Country and not for election of the POTUS.

If a Candidate can demonstrate he/she knows how to solve this problem today, not next January - Let's Roll!

Wait a minute....if this pipeline violates laws/Regulations.....then why did “O” ask for

“Obama directed the State Department last month to conduct an additional environmental review of the $7 billion pipeline.”

Why review it again, if it’s in violation of some regulation ?

I’m confused, could it just be “O” and the EPA playing games with jobs ?

Keystone is not a dead issue yet, but the oil will be sold. It will either flow south or west to China.
