According to an online British slang dictionary, "slag" is actually a verb meaning "to badmouth" someone. So maybe the victim had just called the perps ragheads or the n-word or something.
Brit officials aren't keen on free speech. Freedom of speech is just one of the reasons the pilgrims left for America -- soon to disappear down the memory hole.
