That's the Low Countries (Nederland, Belgique) ~ oh, yeah, and Switzerland. Since he's Swedish he'd be a foreigner in Switzerland so he could check into a check out parlor and that'd be that.

The problem in Sweden is three-fold: (1) Officiousness on the part of official government employees, (2) Use of low level bureaucrats to nit pick applications concerning high level problems, and (3) He may be resident in the wrong county ~ see the next article down on the original site.
