I just don’t see this as neglecting his wife.

Maybe the amounts involved are such that they have no effect on what money is available to the wife for her spending.
You say he “hid” but you don’t know that this is true. There are plenty of things that I don’t tell other people, but I am not “hiding” these things. They just aren’t those other people’s business.
