If Heritage want to be accurate the headline should read “Does Obama Know the Difference between the United Kingdom and England?”

It is the British Embassy, which represents not Great Britain but the United Kingdom.

The United Kingdom is composed of England, Scotland, Wales, and Northern Ireland. Great Britain is the main island. Taken together, the United Kingdom and the Republic of Ireland constitute the British Isles. (But few Irishmen will admit that their island is British in any sense.)
