It's been a couple years since we visited this topic. At the time I think the issue was shipping horses to France, where humans eat them.
Can't blame Obama till he signs the bill, but he's written about eating dog in Indonesia, so this shouldn't be an issue.
Personally I'm not a horse fan, but I certainly wouldn't eat one for various reasons. I suppose eating horse doesn't have to be illegal, but I always wonder about the impetus to changes. Is there a "let's eat horse" lobby? Do they want horse as an ingredient on Iron Chef?

The horse owners and horse lovers are in favor of this so that the horses are treated more humanely. They will have a better death in a slaughter house then they do getting starved to death because no one wants them. The meat can be used for dog food. I have eaten horse, because that is all we had besides chicken during WWII.

Horses have been exported previously for slaughter due to domestic bans and they endure horrific cruelty while in transit and at foreign slaughterhouses.
I’m no horse eater, but from what I know about the issue, this is a move toward much more humane treatment of animals.
Frankly, I support this.

My memory is bad, but was it in the '80s that the price of beef went sky high? My local butcher brought in horse meat for folks to try b/c his beef sales plummeted. We tried it a couple of times; it was sweet and lean, not unlike young venison.
I despise the notion that this is tied to Hussein Obama and made political, giving me yet another reason to hate this man.
This mornings paper had an article about abused, staving horses ...we owe these beasts good stewardship, as with all meat that we consume.
