If Barry had any balls he’d call their bluff by threatening to walk away and leave a festering Islamist hellhole right on their doorstep (hello, 1980 invasion!)
Problem is Russia doesn’t border Afghanistan. There’s a bunch of “secular Muslim” former Soviet -stan states between them. Though I doubt it would take much for Afghan corruption to spread to the others.
