I will try to educate you, but you have to be willing to learn.
In the early part of 2001 the Texas Legislative branch had inside knowledge that the newly elected President was going to pass amnesty either as a lame duck after losing re-election in 2004 or during his lame duck term in '04-08. Because the state has over 1.1 to 1.2 million illegals living here they decided to get ahead of the game and turn them into tax payers instead of legal welfare draws. Because of how the in-state tuition rules were written at the time we also knew that it could over-whelm the colleges so we changed the rules. We made it to where only the top 10% of each graduating class in schools in Texas could get into a state funded school as a freshman. Also we put in a road block so that only the illegals that we had already educated in Texas high schools could get in-state tuition. American students from the rest of the country could qualify by just buying property or their parents buying property, illegals had to be here for at least 3 years attending High school.
Had it not been for 9/11, Bush would have push amnesty through. Rick Perry had only been Governor for a few months when the 2001 legislation was passed and it was passed with a pre-9/11 mind set believing that Bush would succeed. So yes, Bush is the reason behind the 2001 legislation.
