Newt and all the people like him believe Americans are guilty until proven innocent.

No, Gingrich is saying that once you take steps to attack the country, you cross the line between crime and war. McVeigh became an enemy combatant.
But I do see that there is a difference between a serial killer and a mass murderer. Does it matter if one kills 50 people over a period of time before getting caught, and if one kills 50 people in one office bomb attack?
