I'm surprised you actually get Wilmington in the address. BTW, this is the old M-Bank operation ~ the very first credit card service bureau to follow the stars to the highest interest rates.
Congress can fix the problem by putting a cap on the interest.
The zip code for the Wilmington, DE mailing address for payments of both of my Bank of America credit cards is 19886-5019. The 19886 zip code is certainly *not* Baltimore; in fact, it is a Wilmington, DE zip code that appears to have been assigned to Bank of America, at least according to this website that provides info on zip codes:

Oh, and the closest major city to Wilmington, DE is not Baltimore, but Philadelphia, which is bigger in population and geographically much closer to Wilmington.
As for the interest rates charged by Delaware banks, if somebody doesn’t want a credit card issued from Delaware because interest rates are higher, no one is forcing him to get one. The interest rates charged by credit cards are quite properly disclosed in all credit-card offers and in subsequent credit-card statements. And there’s a not-so-secret way to make credit-card interest rates inapplicable: pay off your credit card at the end of the month. My effective interest rate on my credit-card purchases is 0.00%, since I pay off my monthly charges a week or two prior to their due date; basically, I use credit cards so as not to have to carry around much cash, and I get the additional advantage of getting 15-45 days of float on my purchases (since I buy something today and don’t have to pay for it until my next monthly, interest-free credit-card payment 15-45 days later).
If there’s one thing we don’t need is more meddling by the federal government into banking practices that should be regulated at the state level. If a certain state is more pro-business (which includes not just allowing them to charge higher interest rates, but being right-to-work,having lower corporate taxes, adopting tort reform, etc.) and is able to get more banks to relocate there, more power to it.

I agree, but additionally, Princess Nancy should be given a jail time sentence twice that of her husband, AND have an adjoining cell with NO physical contact of any kind allowed.

I was replying to Bergmeid. He had posted that it needs to be investigated. The problem with congress investigating itself is obvious. I believe they’re all crooks. I believe even the tea party candidates saw an opportunity, got out in front and yelled “Follow me!”
