It’s also incumbent on the pedestrian to look both ways before blocking the road.

So is blocking the road.

Not saying two wrongs make a right, but at some point the Laws of Motion come into play (just Newtonian Physics).

Depends on the circumstances. Since they released the driver, I have to assume the police figured what he did was not so bad.
