The difference is that Sherriff Joe might have the power to prevent Obama from registering in Arizone, as required to run as president.

A county sheriff can prevent a presidential candidate from registering in a whole state? I'm pretty sure that would be a nationwide recipe for chaos.

Maricopa County Population 3,817,117
Rest of Arizona Population 2,547,900

Obama can’t win Arizona without Maricopa, and the rest of the counties in Arizona will follow Maricopa’s lead (possibly excepting Pima County, also know as LA East).
