AUSTIN Gov. Rick Perry today issued the following statement:
In a free market economy, government should not be in the business of using taxpayer dollars to bail out corporate America. Congress needs to take off its partisan gloves and work together to bring both short and long term stability to the credit markets. They need to stop blaming each other and start thinking about solutions that put the taxpayers of this country first.

The letter you speak of by Perry and the other Governor did not support Tarp. It was vague but it did not support Tarp. The Above Press Statement was issued to clarify that

Recently, in his interview with George Stephanopoulos, he was asked about bail outs. Perry said he was against bail outs. George asked what if they are too big to fail.
Perry if they are too big to fail then they are too big. Perry said under his presidency there would be no bailouts, not to Europe, not to Greece, not to GE etc.
Rewriting history, was that statement timed and date stamped. And yes, he and the very liberal governor that cosigned it were supporting tarp.
