Has Cain flip-flopped on another major issue such as his tax plan? Remember he is not a politician by profession.

Most people who win political office, were not politicians before they ran. But, once in office, they have to work within the political constraints that come with winning office. Thus, there will be a lot of compromising and a lot of promises not kept.

Cain's 999 plan is not going to remain intact, and if he does have to compromise and it ends up being something like a 15-9-15 plan, then we won't have gained much.
