Like I said, you pay a sales tax everytime you buy gas. There’s nothing that prevents them from applying that to everything, or most things.

But wouldn't Congress need to impose the excise tax on each class of item separately? A 9% tax on food items, a 9% tax on vehicles, a 9% tax on computing equipment, etc.?
