Not sure. But that's not my point. Everyone within the borders of the "city-state" might be Catholic, and the constitution of the entity might incorporate and endorse Catholicism. But what Sarkozy appears to be saying -- again, in the context of what appeared in the thread -- is that an inanimate entity is irreligious. True enough. Is his remark irrelevant, inflammatory, or sophistry? Perhaps, but I didn't read the entire interview.
