That isn't as completely bleak as the news would have you believe, but it'd defintiely get more expensive until we got things going. Right now, there are oil booms going in North Dakota, Ohio (just starting, the Utica Shale), and natural gas booms going on elsewhere in the mid-continent (MArcellus, Haynesville, Eagle Ford). The Niobrara may be yet another, and all of this is onshore.
If we got the dingus incheef out and someone else in, chances are we'd be doing better with offshore opened back up. It'll take a few years to get the rigs built and crews ready (an ongoing thing, the latter), but it can happen.
We wouldn't be 'done', but rationing might happen like WWII, for a while.
