the latter probably also has local and/or state obscenity laws against it unless you’re in San Francisco.
I consider blood and guts displays to be completely inappropriate for one's front yard - just as I would consider a display of graphic sex to be inappropriate.
Again, I would not advocate government interference. But if I were a neighbor of this numbskull, I'd be getting a few others in the neighborhood to go and pay him a visit. (No, I'm not talking about getting violent.)
