A lot would depend on just when it was painted over. Perry says it was painted over in 1983 or 1984.

Perry was a Dem and House Rep in 1984, so its possible that it was painted over shortly after that. The thing that is odd is:

In several English-speaking countries, Niggerhead or nigger head is a mostly no longer current name for several things thought to resemble a black person ("nigger")'s head.

The term was once widely used for all sorts of things, including products such as soap and chewing tobacco, but most often for geographic features such as hills and rocks. In the U.S., more than hundred "Niggerheads" and other place names now considered racially offensive were changed in 1962 by the U.S. Board on Geographic Names, but many local names remained unchanged.[1]

If most of these places names were changed in 1962, why didn't the Perry's change the name then, instead of waiting 20+ years? When did it become offensive to them?

If it was private and not on any map, there wouldn’t be any compulsory reason — besides Perry was still a Rat???

Since they didn't own or lease the property from 1962. I mean to ask why they didn't just get rid of the rock after all these years since the name is STILL visible under the paint? Break it up and get rid of it.

Perry’s family didn’t own the land. They LEASED it from the owner in the 80’s.

Well, Perry was probably in grammar school at that time and did NOT own the ranch either; his family later had a hunting lease for the property, NOT ownership! What, are you a PC moron? (Sorry, if I was “insensitive”...)
