Texas doesn’t “give” in-state tuition. If you spend 3 full years in Texas high school, you qualify for in-state tuition. You have to pay it yourself.

There are taxes that I pay every year that goes for funding of State colleges and local real estate taxes to fund the K-12 public schools. “Pay For” tuition is supplemented by tax payer dollars.

Yes. Since the Federal government requires that all states much educate all students from K-12 for free, Texas and a dozen other states have decided that the cost of treating an illegal as in-state outweighs the social cost of having them drop out or end their education at graduation. Time will tell if that is true, but it’s a perfectly reasonable thing to attempt.

State’s have the obligation of doing what’s best for their state.
