You have to look at it in the context of recent history.

First there was the Security and Prosperity Partnership(2005) and the North American Perimeter Security legislation that fell thru.

Then there was the Merida Initiative, which, to my knowledge, has never been fully funded by Congress.

Then there was the Narco Terror money flowing into AZ that should have been going to Texas but both parties wanted the money going to AZ because AZ is in play. That's one of the reasons the AZ gov got the DHS Secretary job.
