The issue is whether Cain was correct in stating that states can restrict gun rights with legislation. The Supreme Court has consistently found that some state regulation of firearms is permitted under the 2nd Amendment, see http://www.supremecourt.gov/opinions/09pdf/08-1521.pdf. An example of this is the restrictions on people carrying a concealed firearm. Such restrictions by states have been found not to violate the 2nd Amendment. Therefore, the right to carry can be restricted, at least to some extent, by state legislatures. State legislatures, therefore, is where people went to get the restrictions changed.
Herman Cain was not incorrect in his statement.
The right to carry is the same as the right to bear arms. If you’re carrying a handgun, then you put it in your pocket.
I do not support concealed carry provisions.
