I don't think he's a RINO. I think border states have a whole different view of the situation because it's been going on a lot longer for us then it has for the rest of the country (I live in Arizona). EVERYONE hates the illegal situation, but most of us lived during a time when it wasn't a problem. Those who came across the border left their families at home and just came for the season and went home. Those who decided to stay and bring their families up were better "citizens" then most citizens were. They spoke english (sometimes a very funny version, but they tried really hard) and they obeyed the rules and kept their kids out of trouble. What we are facing now is different and it's hard for any of us to adjust to it. The people who are coming in now are not the same.

Texas has offered a solution to the problem that is uniquely Texan. I have enough respect for the people of Texas to give them a pass on this because you have to try everything you can when the feds are refusing to do their job.

RINO originally had a partisan political meaning. This use of the term for Leftwingtard, or "Mind numbed, knee jerk, robot-like Liberal" is new ~ and is not at all a good substitute for either.

Perry was an elected Democrat public office holder. That is, by defintion, a RINO.
