The 0% corporate rate might be revenue neutral or losing, but it will definitely create many more jobs here than a 9% corporate tax rate And the perfect should not be the enemy of the good.
The difference is a zero tax rate is a politically impossible to archive without an intermediate step. A 9% tax rate is a step to a zero rate. You cannot eat the whole elephant in one bite. Our political system is evolutionary, not revolutionary.
