We know beyond all doubt that Rah murdered the police officer because of the large number of eyewitnesses who actually saw him do it.
He put a gun in his pants that night, and used it just a couple of hours earlier to shoot a man in the face. What was it, thirty people or so, who saw him shoot the police officer? And a number of them were people who knew him. Not to mention the fact that he was wearing a Batman t-shirt, which is a fairly easy thing for witnesses to key in on, despite the vagaries of eyewitness identification.
