In-state tuition is cross subsidized with the far higher out of state tuition paid to the Texas schools.
There are other subsidies of course of varying impact.
The cold, hard facts are in-state simply doesn't pay the whole bill for the program received by the students.
In effect, out of state tuition paying American students from other states end up subsidizing the tuition for illegal aliens in Texas schools.
