And has more admirals than it does ships. Something is very wrong with this picture.

Actually in Mullen’s case, they may be closer than you think. Mullen and Roughhead, his successor as CNO, epitomize the Navy leadership that emphasizes the PC crap Lehman is referring to over combat readiness.
