Most likely private programs would have been established to solve these matters - a la Chile and Galveston.

If memory serves me, Chile had a very European style Social Security that was just like ours, an attempt for social utopia. But then Chile hit bottom, defaulted multiple times and finally, unlike the current crop of Socialists running both branches of the ruling class (Dims and Pubs), they actually stopped doing the same thing, the same way, and expecting different results and changed their system. PLEASE, do not hold your breath while waiting on the ruling class to come to their senses. All they know is New Deal liberalism and the most detestable socialism of all, Progressivism.
