Yes, "When Pigs Fly" is definitely Boehner's stance as far as voting for the whole bill. There's some items Boehner will discuss (payroll tax deduction for example). Breaking apart the bill is what the Speaker is set on much to the WH's dismay and that's exactly what's going to happen. Since the last debt deal, Boehner now has the upper hand.
